wordpress admin access problem after editting functions.php file

I have edited my functions.php file and now I am not able to access wordpress admin, I keep getting the error Parse error: syntax error, unexpected '<' in C:\Inetpub\vhosts \lexcomsolution.com\httpdocs\wp-content\themes\spectrum\functions.php on line 14
Can anyone tell me how to fix it?

Use FTP and restore an unedited version of the wpcontent\themes\spectrum\functions.php file.
If you're not able to do that, back up the entire spectrum directory and then delete it. That will let you back into your WordPress dashboard and site.
