Joomla/configuration.php file not writable

While installing Joomla 2.5 I got the error  “configuration.php file not writable”, can someone please help me resolve this?

This does not mean the installation cannot proceed but there will be an extra step at the end of the installation process.At the end of the installation a screen displays a list of the variables and settings for the configuration.php file. These should then be copied and pasted into a new text document and saved as configuration.php

Create a completely empty file, name it as configuration.php and upload it to your joomla_root/ directory before commencing the installation. this should solve it.

In addition to the 2 above answers you can also wait until the end and use the information provided during the installation process regarding the variables and settings for the configuration.php file , and manually alter the content of the configuration.php-dist file. Once the variables have been correctly edited, change the name of this file and save it as configuration.php

When developing windows software, what general rules should I follow when adding configuration settings to the windows registry as opposed to a config or a properties file.
