There are main questions that pops us - Which CMS your site is built on?

First its implementing the cache. Instead of queuing the database for page data and running the scripts you would server the already generated page from cache and update the version of the page every so often. For example once every day.  Id you running wordpress W3cache is an example of the popular plugin that does it for you.

Second its implementing the CDN. Content Delivery Network will serve your website images, and other static files from the location that is closest to the user. So if your website is hosted in China, CDN creates the copy of all your files through its locations across the world and for viewers in Germany will serve the files from the CDN server in Germany, so to the end user the site would load much faster because of short data travel distance. MaxCDN is a good place to start and test. W3cache plugin for wordpress has built in API where you simply specify your account credentials to MaxCDN or Amazon CDN.

Similar to CDN there's cloudflare.com but is also optimizes your website speed by saving the copy go your website (inc database) and optimizes DNS.

The scope of this question is too vast to be answered in a few lines :)

However, there are few thumb-rules your should definitely follow:
1) Optimize your images
2)Use proper coding
3) Less Javascript use, light CSS
4) Cut short on unnecessary plugins that take too much time to load
5)Use your server location wisely.

You should also keep checking your website speed with some great free tools like Google PageSpeed Insights https://developers.google.com/speed/pagespeed/ and Pingdom http://tools.pingdom.com/fpt/ and keep doing the changes suggested by them.
