you can search for the availability of the domain you want on a web hosting website such as Go Daddy.com and if it's not available you'll get the back order option, and it usually cost more than a regular domain. Go Daddy charges $21 dollars for back orders

You can back order a domain you are interested in from any website that sells domains. What they do is that they keep an eye on the domain and try to register it as soon as it expires. However this doesn't work unless the current owner of the domain doesn't renew it first.
