My friend has built his site in Frontpage, does this mean that he will have to use windows hosting as it is a Microsoft package that he built the site with?

Frontpage is a product of Microsoft and therefore it is supported on Windows hosting packages and servers. However, some of the hosting providers also support Frontpage on the Linux hosting packages

Windows hosting is not required. Most cPanel providers can support front page extensions right out of the box. check with your service providers if it supports front page or not.

if you are using .asp pages in the website then yes it has to be hosted on a windows server. However, most linux hosts provide FrontPage Extensions [FPE] as an option within the control panel which you simply switch on.

Windows hosting is not required in this case.
The only thing you need - just FP extensions installed.
Most of Unix based hosting providers offer such kind of service.
