Admin Javascripts and Dashboard are not working on my wordpress website

I installed WordPress (3.3.1). After installation, I found that on the main dashboard, none of the 'call outs' on the left menu work. When I mouse over pages or posts, I don’t get the "Show all, Add New" options. If Iclick 'Screen Options' on the top right, or 'Help', nothing changes. The visual editor does not display on pages and posts.
Can someone please help me fix this?

Try adding define('CONCATENATE_SCRIPTS', false ); to the bottom of your wp-config.php file (just before the require_once line).
